MOVED by Trustee Robertson, second by Trustee Johnson, that the Board of Education approve the following consent agenda as submitted by the Interim Superintendent of Schools:

Tonight’s consent agenda includes the appointment of the following:
Interim Superintendent Michael Pacella stated that there is one appointment of Pine Bush’s favorite daughter Donna Geidel and she has accepted the position of Interim Superintendent of Schools for six months. He went on to announce:

  • Veronica Birmingham– Teaching Assistant
  • Caitlynn Herrmann – Teaching Assistant
  • Tami Kretschmer – Permanent Teaching Assistant Substitute
  • Caroline Deligny – Typist
  • Stephanie Valk – Food Service Helper

Recommend the Board of Education approve the following resolution:

RESOLVED, that the Board of Education of the Pine Bush Central School District appoints Donna Geidel as Interim Superintendent of Schools, effective January 19, 2022, according to the terms and conditions of an employment agreement, a fully executed copy of which shall be placed on file with the District Clerk.

Instructional

  • AMEND the appointment of Jamie Lindsley, who holds an Emergency Covid-19 certificate in Students with Disabilities 1-6, be appointed to the position of 1.0 FTE Permanent Substitute Teacher in the Special Education (General) for the period of August 30, 2021 and ending June 30, 2022. Salary Level MA Step 2 of the salary schedule.
  • Veronica Birmingham, who holds a Teaching Assistant Level I certificate, be appointed on probation as a part-time, non-tenure bearing, 6.0 Hour/Day Teaching Assistant, effective January 19, 2022, salary as per contract (pro-rated).
  • Caitlynn Herrmann, who holds a Teaching Assistant Level I certificate, be appointed on probation as a part-time, non-tenure bearing, 4.0 Hour/Day Teaching Assistant, effective January 18, 2022, salary as per contract
    (pro-rated).
  • Tami Kretschmer, who holds a Teaching Assistant Level I certificate, be appointed to the position of 6.5 hours/day Permanent Substitute Teaching Assistant position for the period of January 19, 2022 and ending June 30, 2022, salary as per contract (pro-rated).

Non Instructional

  • Caroline Deligny, probationary appointment as a full time 12 month Typist, effective January 19, 2022 at an annual salary as per contract (pro-rated), noting she is certified for such appointment through the Orange
    County Department of Human Resources.
  • Stephanie Valk, probationary appointment to a 3.5 hr/day position of Food Service Helper, effective January 18, 2022 salary as per contract (pro-rated).

Moved by Trustee Robertson, second by Trustee Tompkins, that the Board of Education acknowledge receipt and acceptance of the Committee on Special Education and Committee on Preschool Special Education placement recommendations as submitted by the CSE & CPSE Chairpersons, and reviewed by Trustee Kheiralla. Noting that President Meier informed that Trustee Kheiralla was unable to join virtually this evening due to her not having Internet service.

Approval of SEDCAR (Strategic Evaluation, Data Collection, Analysis and Reporting) Contract

Moved by Trustee Johnson, second by Trustee Robertson, that the Board of Education approve the SEDCAR (Strategic Evaluation Data Collection, Analysis & Reporting) contract between the Pine Bush Central School District and the following private school provider in connection with IDEA flow-through
monies for the 2022-2023 school year (2021-2022 grant year) and authorize the Interim Superintendent of Schools to sign the contract on behalf of the district:

Long Range Planning Study Report / Demographics Update

Michael Pacella, Interim Superintendent of Schools and Assistant Superintendent for Business provided a PowerPoint presentation summarizing the Long Range Planning Study / Demographic Update for 2022. Copies of the presentation are available to all. Some highlights from the presentation were:

Key Projected Enrollment Factors

The 2021-22 enrollment projections were within 12 students, or .03% of the actual enrollment.

K-12 enrollment declined by 1,012 students in the last 10 years:

  • K-5 experienced a 519 student loss (21.5%)
  • 6-8 experienced a 214 student loss (16.2%)
  • 9-12 experienced a 279 student loss (14.5%)

A decrease of 518 students is projected over the next 10 years:

  • K-5 projected to lose 120 students (6.3%)
  • 6-9 projected to lose 66 students (6.0%)
  • 9-12 projected to lose 332 students (20.2%)

Summary:

  • New York is the fourth most populous state in the country, behind California, Texas and Florida.
  • Prior to 2014, New York was third. Migration is the lead factor for the changes.
  • The housing market continues to see price increases.
  • The district continues to see a steady decrease in public school enrollment but a significant increase in non-public enrollment.
  • Over the next 5 year period, all grade levels are projected to continue losing students.
  • The accuracy of these projections has averaged over 99% over the past few years and was within 12 students or 99.7% accurate from last year.

Mr. Pacella was thanked for his presentation.

 

Public Comment

The public comment segment was opened at approx. 7:17 p.m. by President Meier. Old, New Business / Updates

  • President Meier shared that the Superintendent search has begun and a press release will be going out shortly.
  • Trustee Robertson informed that Pine Bush All Night Graduation fundraiser Paint and Social at Baldwin Vineyards is Friday, January 21, 2022. She also indicated that Bushmen Bingo will be coming in March and that all fundraisers support the seniors.
  • Additional President Meier spoke about the memorial for Mr. Mains and that we will be moving it so we don’t have to deal with inclement weather and details will be shared with the community as soon as they are available.

Conveyance of Easement to Town of Crawford for Town Sidewalk Project

Moved by Trustee Robertson, second by Trustee Tompkins, that the Board of Education approve the following resolution:

WHEREAS, the Town of Crawford (“Town”) is seeking to acquire a permanent easement of 10,676 ± square feet property owned by the Pine Bush Central School District (“District”) located at 118 State Route 302, depicted on Map 01, parcel 1 on Exhibit “A”, attached hereto (“Easement”) in furtherance of its project for the construction, reconstruction and maintenance of a sidewalk known as Project Route 302 Pedestrian Improvements, Pin 8870.46; and
WHEREAS, after an appraisal of the subject parcel, the District and the Town have agreed that the acquisition value of the Easement is $1,100.00; and

WHEREAS, the conveyance of a permanent easement for public utility services to municipal corporation is a routine activity of an educational institution pursuant to 6 NYCRR 617.5(c)(10), and therefore is a Type II Action under the New York State Environmental Conservation Law (“SEQRA);
NOW THEREFORE BE IT RESOLVED, that the Board of Education of the Pine Bush Central School District does hereby: (a) determine that conveyance of the Easement described above is a Type II Action under SEQRA; (b) approve the conveyance of the Easement to the Town in exchange for the sum of $1,100.00, and (c) authorize the Superintendent of Schools to execute all documents in furtherance of this resolution.
