  • Andrew Owenburg, who holds an Initial certificate in Early Childhood Education Birth-2 and Childhood Education 1-6, be appointed to the probationary position of a 1.0 FTE Teacher- Elem 1-3 in the tenure area of
    Elementary for a four year probationary period commencing January 4, 2021 and ending January 3, 2025. Salary level BA, Step 1 of the salary schedule (pro-rated). Be it further resolved that, to the extent applicable under Education Law Section 3012-d and the accompanying Commissioner's Regulations, in order to be considered for tenure, Andrew Owenburg must have received an APPR rating of effective or highly effective in three of the four probationary years and must not receive an ineffective in the fourth year.
  • Heather Mowen, who holds a Professional certificate in Childhood Education 1-6, be appointed to the probationary position of a 1.0 FTE Teacher- Elementary 1-3 in the tenure area of Elementary for a four year probationary period commencing January 19, 2021 and ending January 18, 2025. Salary level MA, Step 5 of the salary schedule (pro-rated). Be it further resolved that, to the extent applicable under Education Law Section 3012-d and the accompanying Commissioner's Regulations, in order to be considered for tenure,  Heather Mowen must have received an APPR rating of effective or highly effective in three of the four probationary years and must not receive an ineffective in the fourth year.
  • Brenda Stack, who holds an Initial certificates in Childhood Education 1-6 and Early Childhood Education B-2, be appointed to the position of 1.0 FTE Permanent Substitute Teacher in the Elementary tenure area for the period
    of January 5, 2021 and ending June 30, 2021. Salary level BA, Step 1 of the salary schedule (pro-rated).

  • Maria Wise, amended appointment, who holds the civil service competitive title of “Senior Secretary” and shall assume the internal responsibilities of “District Clerk” on probation, effective January 31, 2021. Annual salary for the 2020-2021 school year shall be increased to $77,000 (pro-rated) to account for additional hours and responsibilities, all other terms and conditions of employment shall be governed by the Terms and Conditions of Employment for confidential employees.
  • Sandra Seyler, probationary appointment as a full-time School Secretary effective January 31, 2021 under the Terms and Conditions of the Civil Service Employees/Central Administration, noting she is certified for such appointment through the Orange County Department of Human Resources. Salary for the 2020-2021 school year will be $45,000 (pro-rated).

Approval of Educational Consultant

MOVED by Trustee Johnson, second by Trustee Robertson, that the Board of Education approve an agreement with Mary Ann Wilson, d/b/a Wilson Learning & Leading (Consultant), for the Pine Bush Central School District, effective January 13, 2021 through June 30, 2021, at a rate of $700 per day, not to exceed 15 days (paid through the School Improvement Grant) in accordance with said agreement on file with the district clerk, and further authorizes the Superintendent of Schools to sign all applicable documents.

Re-opening Plan Update – January 19, 2021

Donna Geidel, Acting Superintendent of Schools, provided a re-opening update currently scheduled for January 19, 2021. This presentation was provided in a PowerPoint format. Ms. Geidel began the presentation stating it
is the district’s intention to return to hybrid learning as of January 19, 2021. At any time, should schools or district be designated in the orange or red zone, we will follow the state guidelines accordingly –specifically addressed further in the presentation (also noted our district is in three counties). Some of the highlights of the presentation included the following: Review of source for data for reopening plan followed by the current numbers as of 1/11/2021 illustrated per NYS, Mid-Hudson and Orange County, as well as numbers specific to:

Pine Bush CSD – Positivity Rates (8/28/20 – 1/11/21):

  • Lab Positive based on Address: 121
  • Total Students testing positive (on/off site): 62
  • Total on-site students testing positive: 6
  • Total off-site students testing positive: 56
  • Total teachers/staff testing positive (on/off site): 20

Review of the various learning models offered by PBCSD:

Currently Virtual Learning; Hybrid Learning as of 1/192021 for grades PK-12. A review of NYSDOH Guidance on Testing Requirements if Schools or the District is Designated an “Orange or Red Zone” as follows:

  • Daily symptom and exposure screening;
  • Schools in an “Orange Zone”: A total of 20% of in-person students, faculty, and staff must be randomly tested over a one month period;
  • Schools in a “Red Zone”: A total of 30% of in-person students, faculty, and staff must be randomly tested over a one month period;
  • Schools in either an Orange or Red Zone: If random testing generates 9 or more positive tests in any school, then the school will be required to close to in-person instruction.

The following information was also included in the presentation:

Testing Options

  • Schools can accept written test results from healthcare providers;
  • Schools can have students, faculty, and/or staff go to a test site run by NYS to have specimens collected for testing;
  • Schools can establish partnerships with other entities who are authorized to perform testing to have their students, faculty and staff tested.

 

Current Testing Plan Under Development:

  • Survey all students, faculty, and staff to determine who is willing to be tested;
  • Apply for our school district to receive rapid COVID-19 tests: Abbott Binax NOWCOVID-19 Ag Card (less invasive nasal swabs);
  • Partnering with Cornerstone Family Healthcare to come on to school grounds to administer tests;
  • BioMed Labs will process the tests and provide results to parents and the district as per NYSDOH guidelines;
  • School nurses will provide contact tracing as needed.

 

What can students expect when they return to school?

  • Half of students will attend on “A” day and half will attend on “B” day;
  • While some students are in the classroom, others will be joining through live streaming;
  • Teachers will be in the classrooms;
  • Buses will be half full;
  • Students will enter through designated entrances;
  • Students will have their temperatures taken before they enter the building;
  • Hallways will not be crowded;
  • Meals will be available to all students for FREE;
  • Breakfast by “grab and go” for elementary and MS students;
  • HS students will grab breakfast and eat in the cafeteria, socially distanced;
  • Seating in all cafeterias will be at desks, not tables.

 

What can the PBCSD community do to support reopening?

  • Fill out either the staff or student survey indicating if you are willing to be tested or have your child tested;
  • Limit contact with others outside of your household;
  • Wear a mask in public;
  • Wash your hands or sanitize often;
  • Avoid small gatherings with friends or family;
  • Report possible exposure to positive cases and self-quarantine for 10 days;
  • Report positive COVID test results to school nurses;
  • Revisit your school’s Reopening Handbook;
  • BE SMART!! STAY SAFE!!!

A brief conversation ensued among board members including questions throughout the presentation which included some of the following: covid testing; district procedure if someone test positive, social distancing, and
gym and PE –changes to expect. Mrs. Geidel was thanked for her presentation/update.

 

Public Participation

The first public participation segment was open at approx. 7:39 p.m. requesting no personal references. The following questions/comments/concerns raised:

Email read into the records – Expressed their happiness to be returning to school for hybrid instruction, requested an update for athletics, winter, fall and spring. (Acting superintendent D.Geidel provided a verbal review of our athletic teams and their present status).

 

Approval of Agreement

MOVED by Trustee Robertson second by Trustee Kheiralla, that the Board of Education approve the  following resolution:

BE IT RESOLVED, that the Board of Education of the Pine Bush Central School approves an agreement with the Gene Hass Foundation (a fully executed copy of which will be placed on file with the District Clerk) upon suitable terms and conditions as recommended by the Board’s attorneys; and

BE IT ALSO RESOLVED, that the Acting Superintendent of Schools is authorized to execute such Agreement.

Board of Education Approves Resolutions

MOVED by Trustee Robertson, second by Trustee Tompkins, that the Board of Education approve the following resolution:

RESOLVED, that the Board of Education of the Pine Bush Central School District modifies and amends the leave of absence for the Superintendent of Schools that it previously granted through January 26, 2021, to permit the
Superintendent of Schools to return to duty, effective January 13, 2021.

RESOLVED, that the Board of Education of the Pine Bush Central School District amends and modifies the resolution appointing Donna Geidel as Acting Superintendent at the rate of $950.00 per day through January 26,
2021, by creating a .8 temporary, part-time position of Deputy Superintendent; and appointing Donna Geidel to fill such position at the rate of $760.00 per day, effective on January 13, 2021 through January 26, 2021.

Statement Read by the Board President:

The Board of Education is pleased to welcome back Superintendent Mains from his leave of absence, effective tomorrow. As our District continues to face significant challenges due to the pandemic, we are also pleased that Donna Geidel, who has filled in admirably in Mr. Mains’ absence, will continue to support the District for the immediate future.
