President Meier welcomed all to the regular meeting, and requested all stand for the Pledge of Allegiance followed by a moment of silence, noting the time at approx. 7:09 PM.

President Meier read a statement regarding the district working to provide the best audio quality possible for the livestream of the Board of Education meetings under the current circumstances where some participants are participating online via Google Meet.  In addition to livestream, the district also records meetings and the recordings will be available on the district website the following morning.

  • Jennifer Fitzgerald, who holds an Initial certificate in School Building Leader, be appointed as a 1.0 FTE Leave Replacement in the position Elementary Assistant Principal-12 Month at the Pine Bush Elementary School for the period of July 01, 2021 and ending June 30, 2022.  Salary for the 2021-2022 school year will be $128,585.

 

 

Instructional

  • Karen Lisa, who holds a Permanent certificate in School Psychologist, be appointed to the position of a 1.0 FTE School Psychologist in the tenure area of School Psychologist for a two year probationary period commencing August 30, 2021 and ending August 29, 2023.  Salary level MA30, Step 7 of the salary schedule.

Be it further resolved that, to the extent applicable under Education Law Section 3012-d and the accompanying Commissioner’s Regulations, in order to be considered for tenure, Karen Lisa must have received an APPR rating of effective or highly effective in three of the four preceeding years before August 29, 2023, and must not receive an ineffective in the final year of the probationary period/Receiving Jarema Credit for prior service.

 

 

  • Rachel Johnson, who holds an Initial certificate in Students with Disabilities 1-6, be appointed to the position of 1.0 FTE Permanent Substitute Teacher in the Special Education (General) tenure area for the period of August 30, 2021 and ending June 30, 2022.  Salary level BA30, Step 2 of the salary schedule.  
  • Heather Pirillo, who holds an Initial certificate in Childhood Education 1-6 and Students with Disabilities 1-6, be appointed to the probationary position of a 1.0 FTE Teacher-Elementary in the tenure area of Elementary for a four year probationary period commencing August 30, 2021 and ending August 29, 2025.  Salary level BA, Step 2 of the salary schedule.

Be it further resolved that, to the extent applicable under Education Law Section 3012-d and the accompanying Commissioner’s Regulations, in order to be considered for tenure, Heather Pirillo must have received an APPR rating of effective or highly effective in three of the four probationary years and must not receive an ineffective in the fourth year.

 

  • Brenda Stack, who holds an Initial certificate in Childhood Education 1-6 and Early Chidhood Education B-2, be appointed to the probationary position of a 1.0 FTE Teacher in the tenure area of Elementary for a four year probationary period commencing August 30, 2021 and ending August 29, 2025.  Salary level BA, Step 2 of the salary schedule.

  • Brian Shaw, who holds a Permanent certificate in Music, be appointed to a part-time, non-tenure bearing position of 0.3 FTE Teacher in the Music tenure area effective August 30, 2021 and ending June 30, 2022.  Salary for the 2021-2022 school year will be level MA, Step 3 of the salary schedule. 

 

  • Jennifer Schiesser, who holds a Permanent certificate in Pre-K-6, be appointed to a part-time, non-tenure bearing position of 0.5 FTE Teacher in the Elementary tenure area effective August 30, 2021 and ending June 30, 2022.  Salary for the 2021-2022 school year will be level MA, Step 6 of the salary schedule. 

 

  • Helen Yankanin, who holds a NYSED Occupational Therapist Registration Certificate, be appointed to a part-time 0.6 FT Occupational Therapist, effective August 30, 2021 through June 30, 2022. Salary for the 2021-2022 school year will be level BA, Step 26 of the salary schedule. 

 

Dignity for All Coordinator and Lead Evaluator Designations- 2020-2021 School Year

Board approval to amend the appointment of the DASA Coordinator for EJ Russell Elementary School for the 2020-2021 as follows:

  • Anthony Muia as the Dignity for All Building Coordinator at EJ Russell Elementary School effective, June 11, 2021.

The Summer Food Service Program (SFSP) is a federally funded, state-administered program that reimburses operators who serve free healthy meals to children 18 and under in approved locations.  These meals are provided and are prepared by the Pine Bush School Nutrition Department.

NYSSBA’s interactive system enables school board members to complete their state-mandated training at their own pace.

Old/New Business/Updates

  • President Meier announced that the Audit Committee will be in need of a new community member as of July 1, 2021.
  • Superintendent Mains updated on the Odyssey of the Mind World Finals. He informed all that on Saturday, May 29, 2021 at 7PM there would be a video awards presentation for our PB Odyssey teams. Five teams participated in the virtual World Finals this year. The link will be posted online at omworlds.com.
  • Mr. Mains thanked Maria Wise and Jayna McAteer for the Tenure Recipient Recognition/Reception this evening.
  • Mr. Mains also thanked Angela Wise-Landman for the successful Virtual Job Fair held on Friday, May 21. The fair was well organized and well received.  He indicated that there were about 140-150 participants.
  • Trustee Robertson asked if there were any updates for Senior Ball or Junior Prom. There was a brief discussion.

  Approval of Energy Purchasing Resolution 2021-2022

MOVED by Trustee Robertson, second by Trustee Johnson, that the Board of Education approve   the following resolution for adoption for the 2021-2022 school year:

WHEREAS,  the Pine Bush Central School District is participating, with other Rockland and Orange County School Districts, in cooperative bids for the purchase of electricity and natural gas, sponsored by the Rockland County BOCES; and

WHEREAS,  the bidding procedures comply in every respect with the requirements established by the General Municipal Law; and

WHEREAS, the electricity and natural gas markets are highly volatile and prompt action is required to secure the benefit of the lowest possible rates; and

WHEREAS, the delay in waiting for formal action by this Board may result in the loss of the bid prices; and

WHEREAS, the Board believes that it can establish reasonable limits on the power of the Superintendent to act in the Board’s name and authority, subject to later ratification by this Board;

NOW, THEREFORE, upon the approval by the Pine Bush CSD Board of Education with a motion and a second, it is

RESOLVED that this Board hereby delegates to the Superintendent of Schools the authority to accept bids for electricity and natural gas submitted pursuant to the cooperative bid on the following conditions:
a. The annual ceiling price bid for electricity is 8.5¢ per kWh or less;
b. The annual ceiling price bid for natural gas Basis is $4.00/mmBtu ; 1
c. The annual ceiling price for natural gas commodity at the NYMEX Henry Hub is $3.95/mmBtu or less; and it is further

RESOLVED that the Superintendent is to report to this Board, in writing, within 24 hours any action he has taken pursuant to this resolution; and it is further

RESOLVED that this delegation of authority may be revoked at any time by action of this Board.

[1] This cost is for the transmission of gas.

Health & Welfare Services Contract

MOVED by Trustee Johnson, second by Trustee Tompkins, that the Board of Education approve the Health & Welfare Services Contract for the 2020-2021 school year with the Goshen Central School District at a per student cost of $ 729.82. The contract covers 38 students who are Pine Bush residents attending a non-public school within the Goshen Central School District for a total contract cost of $27,733.16 (38 students have been verified).

 

FYI:  For the 2019-2020 school year, the district’s contract with Goshen covered 40.5 students, at a per student cost of $665.6.

Authorize Funding/ Capital Reserve Fund

MOVED by Trustee Johnson, second by Trustee Robertson that the Board of Education approve the following resolution:

                   RESOLVED, that the Pine Bush CSD Board of Education authorize the transfer of $3,000,000 from available Fund Balance to the Capital Reserve Fund effective May 25, 2021, and further authorizes the Superintendent of Schools and/or Board President to sign all applicable documents.

Approval of Budget Transfer

MOVED by Trustee Robertson, second by Trustee Tompkins The Board of Education, as per policy #5330, approved the following budget transfer exceeding $25,000 per budget code:

  • From Code A2855-50-00-2018 (Athletic Instructional Salaries)                      ($160,878.92)
  • To Code A2610-400-13-0109 (School AV contractual expenses)                   $160,878.92

 

To transfer funds to cover the cost of expanding Wi-Fi service to the exterior perimeters of each school building.

Public Participation

Consideration of Executive Session

Moved by Trustee Robertson, second by Trustee Tompkins, that the Board of Education adjourn the regular meeting to executive session for personnel matter, noting time at 8:25PM.

Moved by Trustee Johnson, second by Trustee Kheiralla, that the Board of Education open executive session at approximately 8:30PM.

Moved by Trustee Tompkins, second by Trustee Robertson, that the Board of Education adjourn executive session at approximately 9:15PM.
